Yes, I dont know how to define the word good in a person. But certainly, he did a lot of good things that helped others. But looking at it from another perspective, I think he was just a selfish and indifferent person. Vision said as he made his evaluation. He knew that Dio wouldnt show any mercy to strangers and enemies that came blocking his way! He treats his allies properly and never holds back against his enemies. Especially if it comes with his self-interest, he wouldnt consider the people around him at all!

If someone asked him who was the most dangerous person in the Avengers, surely Vision knew that it was Dio, but he wouldnt disclose Dios information to anyone outside of the Avengers!

The danger Dio possessed did reflect not only in his strength but also in the way he thought! His moral value has always been in between right and wrong! He could become the benevolent superhero that saved the world, the instructor of all Avengers, and a good partner that everyone could trust, but at the same time, he could become the worst villain that ever existed that could destroy the world on a whim.
