Sam is relaxing for the time being as he thought of what to do next. He has a bunch of ideas which he wants to do.

If the water content of the Planet is really as large as three times of land just like on the earth, then it would be really hard and impossible to even think of doing that.

But if the ratios are reversed and the water content is only one-fourth of the total planet, then there is a possibility particularly when the planet itself is small and if the ways to the sea are completely closed off from the rest of the land region before the current population even appeared.

These are some pretty common conclusions as there are only a handful of cases that could be applied to make the current situations possible.
