Yes, but we still need to negotiate with them. Since theyre the ones proposing peace talks this time, they should send a representative from each of the Great Territories over. Twin Poles Territory is as good a place as any for the talks, so we just need to set a time. Both sides will put their cards on the table and hammer out an agreement. In any case, we cant make a deal without all the Great Territories being included in the negotiations.
